How do tattoo artist make the tattoo look 3D a lot of times ; do you have to ask for this, and how much xtra?

does it cost would you say?
would this 3d effect look for for any tattoo or just certain ones ..
I will post a picture of what I am talking about ..

Also, you can print a picture from home; bring it to the artist; and they will be able to match it most likely, right? you don’t just have to chose from what they have at the shop?
