Can a tattoo parlor be sued for using unsterile equipment?

My friend just found out she has a possibility of HIV, Hep C, etc because the parlor she got her tattoo at was shut down for not sterilizing their equipment.
She did sign the papers before that say she accepts the risks and such of a tattoo, so does that mean that she can’t sue or do anything against this tattoo parlor that has ruined her life?
