Because of the great amount of trade that the
USA does with China. The Chinese and other
Asian countries promote learning and using
English. It makes perfect sense that Asian
English-speaking people may / will be wearing
/ getting English language tattoos.

frequently here on Y.A. P&S.
Why would Asians (or non-Asians) be limited to English words?
Any person knowing more than one language could use a tattoo in any language they know, or in ones no longer even spoken on Earth or even never spoken on Earth in reality. They can also get specific phrases translated and not know the other language at all, only like the beauty of the symbols.
Exact translations to other languages doesn’t always work due to nuances of meaning.
Perhaps, i despise tatoo’s though.

Nah, they just stick to T-shirts. English text is hot in China but they take tattooing more seriously.
